The phytosanitary certificate at stage six is issued by Plant Quarantine (PPQS) under the Directorate of Plant Protection, Quarantine and Storage, and the shipping bill is filed on ICEGATE. Export Documentation Checklist
Three document families govern every fresh chilli consignment: standing registrations, per-shipment paperwork and laboratory or inspection certificates. A gap in any one of them holds the cargo. Registrations are obtained once and renewed; the other two families are rebuilt for every despatch, which is where most delays originate.

Issued per lot. Phytosanitary certification comes from Plant Quarantine, and residue work is run in laboratories recognised by the Export Inspection Council of India.

Cost Structure And Export Margin
What actually moves landed cost: air freight rate, carton yield, rejection rate and the incentives an exporter claims. Very little of the margin on a fresh chilli consignment is decided at the negotiating table — most of it is set earlier, in the pack-house and on the shipping bill, long before the invoice is raised. The six figures below are the ones worth stress-testing before a price is quoted, because each of them moves the FOB band more than a round of negotiation usually will.
Build Landed Cost Backwards
Start from the importer's shelf price, deduct freight, duty and margin, and the workable FOB band becomes obvious. Quoting forwards from cost tends to produce a number nobody can sell.
Claim Every Eligible Incentive
RoDTEP and Duty Drawback are claimed by declaring intent on the shipping bill itself, not applied for afterwards — an omission at filing cannot be corrected later.

A Letter of Undertaking filed on the GST portal lets you supply zero-rated without paying IGST first, so working capital is not tied up waiting on a refund.
